29 CFR 1926.858(d): Structural members being dismembered were overstressed. Location: 14 Brewster Road, Newark, NJ (Newark Liberty International Airport). Structural members were overstressed when: a) The employer made cuts on flanges of the columns at the ground level as well as at the first floor. The engineers report prepared by Bertin Engineering specified that the cuts were to be made at the ground level. b) The cuts on the flanges at the ground and first floor columns severely weakened the load carrying capacity of the columns by introducing hinges in columns at each cut in the flanges of the column. c) The employer made horizontal V cuts instead of 45 degree cuts at ground level, column C-13, which weakened the column and initiated the collapse of the building. d) The employer made numerous V cuts on the columns above the first floor, which compromised the stability of the structure. On or about 9/9/15; Hangar 14 collapsed while employees were in the building performing demolition work.
