29 CFR 1960.59(a): Each agency did not provide appropriate safety and health training for employees including specialized job safety and health training appropriate to the work performed by the employee, for example: Clerical; printing; welding; crane operation; chemical analysis, and computer operations. Such training also shall inform employees of the agency occupational safety and health program, with emphasis on their rights and responsibilities. At the Sierra fire one and half mile East of Grant View Lodge Sierra at Tahoe Ski Area and South West of Echo Summit in the U.S. Forest Service Lake Tahoe Basin Management Unit; U.S. Forest Service management failed to: a. Adequately train firefighters on the necessity of establishing a viable escape route to a safe area when working around an identified danger tree. b. Provide adequate guidance on danger tree recognition, mitigation and avoidance, including procedures for eliminating the hazard, avoiding the hazard, and modifying tactics or fireline construction to avoid high risk areas. Conduct training on escape routes and on the hazardous tree policy when firefighters are assigned to construct a fire line. The U.S. Forest Service shall review the content of all relevant training to ensure procedures are established for viable escape routes when operating around danger trees.
