Section 5(a)(1) of the Occupational Safety and Health Act of 1970: Employees were exposed to hazards of being caught in/caught between the ingoing nip points of the transfer plates, roller and machine frame, head pulley(s), snubber pulley(s), tail end pulley(s) and belts. Emergency stop button was broken on conveyor system. Among other methods one feasible and acceptable abatement method to correct this hazard is to: 1.Provide special attention to areas when two or more pieces of equipment are interfaced, to ensure the presence of adequate guarding and safety devices. 2.Guards and safety devices shall be maintained in position and in safe repair. 3.Routine inspections and corrective maintenance measures shall be conducted to ensure that all guards and safety features are retained and function properly. 4.A conveyor which would cause injury when started shall not be started until employees in the area are alerted by a signal or by a designated person that the conveyor is about to start. When the conveyor is started automatically or controlled from a remote location, an audible device shall be provided which can be clearly heard at all points along the conveyorwhere personnel may be present. The warning device shall be actuated by the controller device starting the conveyor and shall continue for a required period of time before the conveyor starts. A flashing light or similar visual warning may be used in conjunction with or in place of the audible device if more effective in particular circumstances. 5. Remotely and automatically controlled conveyors and conveyors where the operator stations are not manned or are beyond voice and visual contact from drive areas, loading areas, transfer points, and other potentially hazardous locations on the conveyor path not guarded by location, position, or guards, shall be furnished with emergency stop buttons, pull cords, limit switches, or similar emergency stop devices. All such emergency stop devices shall be easily identifiable in the immediate vicinity of such locations unless guarded by location, position, or guards. The emergency stop device shall act directly on the control of the conveyor concerned and shall not depend on the stopping of any other equipment. The emergency stop devices shall be installed so that they cannot be overridden from other locations. 6.Belt Conveyors - Fixed in Place, Nip and shear points shall be guarded. Typical locations are: at terminals, drives, take-ups, pulleys and snub rollers where the belt changes direction: where the belt changes direction; where the belt wraps around pulleys: at the discharge end of a belt conveyor: on transfer and deflectors used with belt conveyors; at take ups. 7. Inclined Reciprocating Conveyors - The conveyor shall be guarded so as to prevent injury from inadvertent physical contact. The conveyor housing should be equipped with a door or equivalent devices at each manual loading and unloading station, interlocked so that they can be opened only when the carrier has stopped at that level and the carrier cannot be moved until they are closed. Inclined reciprocating conveyors automatically receiving or discharging objects should have a device as above or be guarded by a suitable enclosure extending on all sides a safe distance from the path of the carrier. Where the application requires that personnel walk onto the carrier to load or unload, the carrier shall be provided with standard railings, with snap chains across the operating ends or equivalent. Controls shall be installed or located so they cannot be actuated by a person on the carrier.
