SECTION 5(A)(1) OF THE OCCUPATIONAL SAFETY AND HEALTH ACT OF 1970: THE EMPLOYER DID NOT FURNISH EMPLOYMENT AND A PLACE OF EMPLOYMENT WHICH WERE FREE FROM RECOGNIZED HAZARDS THAT WERE CAUSING OR LIKELY TO CAUSE DEATH OR SERIOUS PHYSICAL HARM TO EMPLOYEES IN THAT EMPLOYEES WERE EXPOSED TO FALLING TREES: A) LOWER WESTSIDE SALVAGE SALE, LOWMAN, IDAHO - ON OR ABOUT OCTOBER 17, 1990 AND AT TIME PRIOR THERETO, TWO CUTTERS WERE WORKING WITHIN TWO TREE LENGTHS OF EACH OTHER IN ONE STRIP. AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THIS HAZARD IS: 1) ESTABLISH PROCEDURES TO MAINTAIN A MINIMUM OF TWO TREE LENGTHS BETWEEN CUTTERS AND ANY OTHER WORKERS. 2) MAINTAIN STRICT SUPERVISION AND ENFORCEMENT OF ALL SAFETY AND HEALTH RULES. H) HIGHWAY 55, HORSESHOE BEND, IDAHO - THE KENWORTH TRUCK, 9307, DRIVE LINE CROSS MEMBER WAS CRACKED APPROXIMATELY HALF WAY THROUGH (REFERENCE 49 CFR 393.201D). I) HIGHWAY 55, HORSESHOE BEND, IDAHO - AXLE 2 LEFT SIDE SPRING HANGAR MOUNT ON THE KENWORTH TRUCK, 9307, HAD ONE OF SEVEN BOLTS LOOSE (REFERENCE 49 CFR 393.207). J) HIGHWAY 55, HORSESHOE BEND, IDAHO - NINE OF THE FOURTEEN BOLTS CONNECTING THE DRIVE LINE CROSS MEMBER TO THE FRAM ON THE KENWORTH TRUCK, 9302, WERE LOOSE AND TWO WERE MISSING (REFERENCE 49 CFR 396.3A1F). AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT METHOD TO CORRECT THESE HAZARDS IS TO REPAIR ALL DEFICIENCIES AND TO DEVELOP A COMPREHENSIVE PREVENTATIVE MAINTENANCE PROGRAM TO ENSURE VEHICLES ARE INSPECTED AND REPAIRED DAILY PRIOR TO BEING UTILIZED.
