29 CFR 1926.850(a): An engineering survey was not performed by a competent person to determine the conditions of the framing floors and walls and the possibility of unplanned collapse of any portion of the structure prior to permitting employees to start demolition operations: a) Francis J. Palo, Inc. / Route 219 Pennsy Bridge, Ridgway, PA: On or about June 19, 2015 and times prior thereto, employees were engaged in demolition activities involving the State Route 219 bridge in Ridgway over Elk Creek known as the Pennsy Bridge. The employer did not ensure an engineering survey was performed by a competent person for the purpose of determining bridge conditions and the possibility of unplanned collapse of any portion of the structure prior to permitting employees to start demolition operations.
