Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of driving a skid-steer loader up or down a steep narrow ramp and a narrow unloading dock: a) On or about June 12, 1990 and a times prior thereto, employees driving the New Holland Skid-Steer Loader, Serial Number 527722, up or down the 18.72 degree by 72 inch wide ramp and operating the loade on a 96.5 inch wide by 43 inch high unloading dock located at the railroad boxcar unloading area, were exposed to death or serious injuries from the loader becoming unstable on the ramp (tipping forward or backward due to the weight distribution of the loader) and driving off the edge of the narrow ramp or unloading dock. Among other methods, one feasible and acceptable abatement method to correct this hazard is: 1) Flatten the slope of the ramp. 2) Increase the width of the ramp to accomodate the width of the equipment being used. 3) Increase the width of the unloading dock. 4) Install safety stops on the edge of both the ramp and the unloading dock.
