Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that: a) Employees were exposed to the hazard of fire and or explosion while baking varnish coated transformers in three ovens and one Blue Electric Co. oven which were not approved for flammable solvents. Employees could suffer severe burns, fractures and death should a fire and or explosion result. Among other methods, one feasible and acceptable abatement method to correct this hazard is to: a) install a preventilation purge cycle, b) install an exhaust ventilation safety switch, c) make a determination of safety ventilation requirements, and d) implement a regular maintenance program to clean and remove combustible residues from the oven interior as stipulated by NFPA 86A-1981, standard for ovens and furnaces, in sections 5-2.1, 5-3.1, 4-1.1, and 7-3.
