29 CFR 1926.651(h)(1): Employees were working in excavations in which there was accumulated water, or excavations in which water was accumulating, and adequate precautions had not been taken to protect employees against the hazards posed by water accumulation. (a) 50-52 W. Houston Ave, Montgomery, PA: Employees were working in an excavation where water was accumulating from a rainstorm and from an existing 12 inch sewer pipe that was actively flowing sewage and no precautions were taken to protect the employees against an engulfment hazard created by the loose soil and water, observed on or about June 2, 2015.
