Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) A fall of approximately 35 feet - an employees were observed replacing an advertising poster on a billboard, located on Parkway East, billboard numbers 11003 and 11004. His lanyard was secured to and aluminum ladder rung while working as much as four feet about the attachment point. The lanyard length was eight feet long and would allow a seven foot drop from the anchorage point to the end of the lanyard. The employee was replacing the advertising poster on the billboard. Among other methods, one feasible and acceptable abatement method to correct this hazard is to secure the lanyard to an anchorage lifeline above the point of operation.
