Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of electrical shock from working within 5 feet of energized electric power lines rated at 7200 volts, primary to ground, at 10917 US 19 N., Port Richey, Florida, on or about 6/21/90, while painting the north face of an elevated outdoor sign. Among other methods, one feasible and acceptable abatement method to correct this hazard is have the electrical distribution line de- energized and visibly grounded at the point of work or have insulated barriers erected to prevent physical contact with the power lines.
