29 CFR 1910.23(c)(1): Open-sided floors and/or platforms four feet or more above adjacent floor or ground level were not guarded with standard railings (or equivalent) and toeboards: Note: Toeboards are only required when persons can pass, there is moving equipment or there is equipment with which falling materials could create a hazard. Employees working from platforms were exposed to fall hazards of greater than 4 feet: a) On line D4B employees were exposed to fall hazards of more than four feet while adjusting the slitter blades. b) Employees using the Genie scissor lift were exposed to falls of 10 feet while cleaning out the hoppers in the production area. The mid-rail chain was not used.
