Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that: Crane operators and other employees working at the Cast House were exposed to the hazardof explosion resulting from improperly charging the gas fired furnance with cold and/or wet scrap. Among other methods, one feasible and acceptable method to correct this hazard is to establish and implement a written program in the proper handling of scrap to be melted. Such procedures shall address receiving, storage, pre-heating and charging as stupulated in the guidelines of "handling Melten Aluminum" by the Aluminum Association, Inc.
