Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: The hazards of severe Lacerations, amputations multiple fractured bones and/or death, while working and performing duties in the south central engine rebuilding shop area of the plant premises. The aforementioned hazards were created by inserting compressed air, in excess of 150 psi, into non-pressurized fifty-five (55) gallong metal drums of anti-freeze solution, to siphon the liquid out of the drums. The hazards can be abated by, but not limited to, program including the following criteria: Among other methods, one feasible and acceptable method to correct this hazard is to prohibit transfer of liquids by pressurization of containers with compressed air as stipulated in Section 5-4.1.4 of NFPA 30-1987, Flammable and Combustlble Liquids Code, and substitue one or more of the following methods: Use a gravity drain system with the drum placed sideways on a drum rack (i.e. cradle) fitted with a self-closing valve in the bung hole. Drain liquids by means of an approved manually (hand) operated rotary mechanical pump inserted into the top bung hole, with the drum standing upright. Transfer liquids by pressure of inert gas, but only if controls, including pressure-relief devices, are provided to limit the pressure so it cannot exceed the design pressure of the container. (NOTE: This is the least recommended substitute).
