Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that safe access was not provided to reach the top of vernon press some 22 feet above floor level: a) "R" Crane Building Vernon press - Safe access was not provided for employees working on top of press (22 ft. from floor) ladder used measured 18 feet forcing employees to climb to top in an unsafe manner. Observed 4/29/91
