Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to injury while attempting to gain access to the life saving skiff: AN ACCESSWAY, PROVIDED BY THE CONTRACTOR, TO BE USED BY WORKERS REQUIRED TO OPERATE THE EMERGENCY SKIFF, WAS OBSTRUCTED BY FORM WORK, LOW BRIDGE ARCH CRAWL SPACE, DEBRIS, CONDUIT PIPES, NARROWED DOORWAYS AND A VERTICAL METAL FIXED LADDER 24FT LONG. ONE FEASIBLE AND ACCEPTABLE METHOD OF ABATEMENT WOULD BE TO CREATE A DOCK AREA FOR SKIFF TIE OFF EASILY ACCESSIBLE BY LAND.
