Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to respiratory injuries and asphyxiation from inhalation of chlorine gas that was released as a result of the accidental mixing of incompatible chemicals (alum and sodium hypochlorite): On or About 02/15/91 at 12 o'clock noon, Bond Beater Room - Alum was discharged into a pipeline that was connected to a sodium hypochlorite storage tank, resulting in a release of chlorine gas into the beater room. Among other methods one feasible and acceptable abatement method is to use separate unloading lines with incompatible coupling connections for each chemical that is unloaded into storage facilities in the beater room.
