Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: The hazards of fallings loads, hoist or super structure parts: (a) On or about July 27, 1990, a 5-ton rated shepard niles hoist was being used to pick and move a load of rectangular tubing weighing approximately 16,027.2 pounds, exposing employees to the hazard of be- ing struck by the falling load, hoist or super structure parts. (b) On or about July 27, 1990, the rated loads were not posted on the hoist(s) or load block(s) and maintained so as to be clearly visible (c) On or about July 27, 1990, hoist such as a 5-ton shepard niles hoist in the pickling area and 2-3 ton hoist in the galvanizing and clean up area did not have latches on the hooks to prevent the slings or load attachments from being dislodged from the hook. One feasible and acceptable abatement method, among others, to correct these hazards are: (a) Reduce the number of pieces to be lifted in order to maintain the load within the acceptable limits of the hoist in use as required by ASME/ANSI B30.16a - 1989 section 16-3.1.2(h). (b) Paint or attach a load limit to the hoist then routinely clean it as to maintain its visibility as required by ASME/ANSI B30.16a-1989, Section 16.1.1.1. (c) Replace the hooks with hooks with latches as required by ASME/ ANSI B30.16a-1989.
