Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer id not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: (a) Plant employees were subject to the hazards of powered sweeper operators who were not effectively trained in the operation and func- tion of controls, mechanical limitations and stability of the powered sweeper. Abatement of the hazard can be accomplished by establishing a powered sweeper operator training program which include but not be limited to: (a) Careful selection of the operator, considering visual, auditory physical and mental ability to operate the equipment safely. (b) Basic fundamentals of the equipment components design as relat- ed to safety (Travel controls, drive power, steering and stablility). (c) Principles of operation; including location of controls and functions (Steering, braking, operator controls and instrumentation). (d) Supervised practice on a operating course designed to simulate actual plant conditions and operations. (e) A understanding of the equipment operators manual and warning and warning information.
