Exective Order 12196, Section 1-201 (a): the employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that: (a) Postal workers such as janitors and hazardous material handlers were exposed to the hazard of being infected by HBV and/or HIV through possible direct contact with blood or other body fluids. Feasible and useful abatement methods for reducing this hazard, Among othes, are: (1) The facility must identify all employees at substantial risk of direct contact with body fluids. All such employees shall be offered hepatitis B vaccinations free of charge in amounts and at times prescrib ed by standard medical practice. (2) Objects and waste that are contaminated with potentially infections material shall be placed in an impervious bag. (3) After removing gloves, employee hands or other skin surfaces shall be washed throughly and immediately after contact with body fluids (4) Follow up procedures after possible exposure to HIV or HBV must be developed and include: a) Testing of employees for HIV and HBV upon consent. by additional immunization and serological testing of individuals as appropriate. (5) Development and implementation of a training and education program for all employees potentially exposed to blood borne illness to inc lude modes of transmission epidemiology, and proper protective actions or procedures. This training should also include information on proper disposal. and warning tags in use for biological waste.
