Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of fire or explosion in that, on or about 5/10/86 at 703 East Bay Drive, Largo, Florida, a liquid propane gas leak had occurred in a building in the final stages of construction and gas leak repair activities were initiated prior to taking effective gas leak emergency procedures. Among other methods, one feasible and acceptable abatement method to correct this hazard is to follow the emergency procedures for gas leaks which include, but are not limited to, the following: a) Investigate other areas of the building to determine the extent of the leak and to ventilate the affected portions of the building by opening windows and doors. b) Use every practical means of eliminate sources of ignition, such as cutting off all electric circuits at a remote source to eliminate operation of automatic switches in the dangerous area. c) Notify the gas supplier from a telephone remote from the area of the leak.
