Section 1-201(B) Executive Order 12196 of February 26, 1980, Occupational Safety and Health Program for Federal Employees: The head of the agency did not furnish to employees places and conditions of employment that are free from recognized hazards that are causing or are likely to cause death of serious physical harm: a) On or about December 22, 1987, at the main facility, 1900 West Oakland Park Blvd., Fort Lauderdale, Florida, employees performing material handling tasks requiring the lifting and moving of heavy objects were exposed to excessive musculosketal trauma. Among other methods, one feasible and acceptable abatement method to correct this hazard is to train the employees using fundamental and comprehensive program on proper lifting techniques upon intial employment and periodically, use a pre-employment physical to establish history of back problems and strength, eliminate the need for twisting the torso and lifting, reduce horizontal distances to be reached while lifting, establish weights of objects to be lifted prior to the lift, provide enough pressure and time for lifts requiring more than one person.
