Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that on or about 5/4/87 and at times prior thereto employees were exposed to crushing injuries or death as a result of structural failure of the D-300 National Drilling Rig at the Mobil 9-28 well site, Parachute, Co. Among other methods, one feasible and acceptable method to correct this hazard is to establish a preventative maintenance and inspection program as specified in the American Petroleum Institute Practice 2020, Safe Practices in Drilling Operations of January 1967.
