Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) The hazard of not having continuous communication, standby employees, and emergency rescue equipment readily available for efficient and timely means of rescue in the event of an emergency for employees required to clean and repair broken mortar lining in a 30-inch diameter pipe, approximately 12 feet underground and approximately 4.5 miles long. A feasible and useful method of abatement, but not limited to, would include the following: 1) Provide continuous communication with appropriate 2-way radios ora code whereby employees inside the pipe, by means of rapping on the pipe, could send a message to the appropriate monitoring individual. 2) Provide backhoe equipment and rescue teams at the specific locations where employees are performing work inside the pipe.
