Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of fires and explosions resulting from the contact of molten metal and water. a) In Plant 2, in the continous caster department, on the caster level, a pool of water measuring 104 inches by 144 inches, 1/8 inch deep, was located within 18 feet of the tundish on the bloom caster. Among other methods, one feasible and useful abatement method to correct this hazard is to establish and enforce an adequate plant procedure requiring the immediate cleanup of all spills of water where molten metal could come in contact with water as the result of a spill, breakout, runout, or other unwanted release of molten metal.
