Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fractures and serious injuries due to a failure of a hoist component used to lift and move rolls of wet and dry cloth and other materials in areas of the mill when no preventive maintenance program was in place, thorough inspection of all ropes was not made at least once each month by an appointed person and the rated load of the crane was not plainly marked on each side of the crane bridge. Among other methods, one feasible and acceptable abatement method to correct this hazard is to establish a preventative maintenance program to include all components including rope inspection and to establish a safe capacity for each hoist and mark the rated load at the hoist on the bridge. ANSI B30.1, Section 11-2.3 Section 11-2.4.1, Section 11-1.1-2: Establishment - In the following instances, hoists were not in compliance with requirments of ANSI B-30.1-1973:
