Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to being struck by or crushed between moving heavy equipment: Employees were exposed to being struck by or caught between moving loads and the rubber tires of mobile Drott Travelift 650 series B. Among other methods, one feasible and acceptable abatement methods to correct this hazard is: 1) A complete job hazard analysis on each job being done in the storage yard on the pre-cast concrete panel; 2) Develop a safety program for each job that would include a disciplinary action plan and complete training of all employees working in the storage area; 3) Provide wheel guards for the Travelift: 4) Always have two signalmen, one on each side and in fall view of the Travelift ooperator when moving the Travelift crane in blind area of the storage yard; and 5) Do not move the Travelift until a thorough check of the surrounding area for people or obstructions has been completed and instruct the operator not to leave the machine with a load suspended.
