Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment or a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: The hazard of asphixiation which could result in death due to the accumulation of sewer gases or oxygen deficiency: a) Seneca Street, west of Lord Street 122" x 78" sewer under Seneca Street and manhole 3F-261. Feasible and acceptable abatement methods, among others, to correct this hazard, is to monitor the air in the sewer before employees enter, and provide positive pressure ventilation in the sewer to remove hazardous accumulations of gases.
