29 CFR 1910.147(c)(4)(ii): Procedures did not clearly and specifically outline the scope, purpose, authorization, rules, and techniques to be utilized for the control of hazardous energy, and the means to enforce compliance including, but not limited to, 29 CFR 1910.147(c)(4)(ii)(A), (c)(4)(ii)(B), (c)(4)(ii)(C) and (c)(4)(ii)(D): On or about October 31, 2014, and at times prior thereto, the employers lockout-tagout procedures did not specifically outline the rules and techniques to be utilized for the control of all hazardous energy associated with the following equipment: a) NISSEI No. 55 Model FN 2000, Serial No. S11S299 b) NISSEI No. 56 Model FN 3000, Serial No. S14S254 c) ENGEL No. 39 Model ES330H/85VRB, No. Serial 7179-085-96 d) TOSHIBA No. 51 Model EC180-6A, No. Serial 006705 e) MILACRON/FANUC ROBOSHOT No. 61- Model S-2000i110B, No. Serial A8500AA006705
