Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The %% employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likley to cause death or serious physical harm to employees in that employees using a work basket suspended from the live load line of a floating crane were exposed to the hazard of dropping into the river while being transported to worksite locations when other less hazardous means of access and egress to a form these locations were available: a) Floating crane "Curtis Bay" at piers #42 & #43 - Observed employees being transported from the live load line of the crane to bridge girders on 5/23/86. Among other methods, one feasible and acceptable abatement method to correct this hazard is to use ladders of scaffolds with built-in stairs.
