Text For Citation: 01 Item/Group: 001 Hazard: FALLING
Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment on or about 10/31/85 which were free from recognized hazards that were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of chlorine gas being released into the working environment of the Chloride Plant in the event of an electrical power failure when: a) The back-up steam turbine for the scrubber system was not kept operational; and, b) The manual dump/vent valve was too remote for rapid access to open it. Among other methods, two feasible and acceptable methods to correct this hazard is (a) Provide a compressed gas accumulator or reliable source of compressed gas to run the turbine and (b) Provide an automatic dump/vent valve that would fall open and relieve pressure in the system to the scrubber.
