Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: a) Exposed to the hazard of falling 10 to 25 feet from ladders made slippery from "jelly" when aerial splices on composite filled cable were performed at a state highway 6 workside on March 27, 1986. Among other methods, two feasible and acceptable abatement methods to correct this hazard are to perform splices on composite filled cable: 1) from vehicle mounted elevating and rotating work platforms equipped with body belt and lanyard attached to the boom or basket; or 2) from the ground below eye level.
