29 CFR 1926.451(c)(1): Supported scaffolds with a height to base width (including outrigger supports, if used) ratio of more than four to one (4:1) is not restrained from tipping by guying, tying, bracing, or equivalent means, as set forth in subparagraphs (i) - (iii) of this paragraph. a) The employer does not restrain the fabricated frame scaffolding from tipping by guying, tying, bracing or equivalent means. This violation was most recently observed on the east side wall of 1425 North 15th Street on or about October 1, 2014 where employees were performing stucco operations from a fabricated frame scaffold that was not restrained from tipping by installing guys, ties, and braces. The fabricated frame scaffold was approximately thirty-five (35) feet in height and approximately five (5) feet in width thus the height to base ratio was seven to one (7:1). To abate this ongoing violation, the employer must require the use of guying, tying, bracing, or equivalent means when the height to base ratio exceeds four to one (4:1). JC Stucco & Stone dba J.C. Construction was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.451(c)(1) which was contained in OSHA inspection number 616519, citation number 2, item number 1 and was affirmed as a final order on 03/22/2013, with respect to a workplace located at 1611 Frankford Ave., Philadelphia PA 19125. JC Construction was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.451(c)(1) which was contained in OSHA inspection number 315816389, citation number 2, item number 2 and was affirmed as a final order on 12/14/2011, with respect to a workplace located at 1922 Kimball St., Philadelphia PA 19146. J.C. Stucco, Stone & Brick Inc. dba JC Construction was previously cited for a violation of this occupational safety and health standard 29 CFR 1926.451(c)(1) which was contained in OSHA inspection number 314232612, citation number 1, item number 1B and was affirmed as a final order on 03/09/2011, with respect to a workplace located at 1017 N. 3rd Street, Philadelphia PA 19123.
