29 CFR 1926.21(b)(2): The employer did not instruct each employee in the recognition and avoidance of unsafe condition(s) and the regulation(s) applicable to his work environment to control or eliminate any hazard(s) or other exposure to illness or injury: Location: Jobsite Employees were exposed to fall hazards greater than 6 feet, and 10 feet from scaffolds while performing framing operations, and were not trained to recognize or avoid the hazards associated with falls from heights. Instance 1) Employees were working from a saw horse scaffold 19 inches from an attic balcony edge, where Employees were exposed to fall hazards to the second floor and stairwell leading to the first floor below. Instance 2) Employees were exposed to fall hazards at unguarded second story wall openings. Instance 3) Employees were exposed to fall hazards greater than 17 feet to the ground below, while working from a carpenters bracket scaffold.
