Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of moving and shifting grain: causing an employee to be trapped under the grain: Establishment - grain bin #1. Among other methods, one feasible and acceptable abatement method to correct this hazard is to develop and enforce a written confinedspace entry program. This program shall include, but is not limited to the following elements: 1) Specific procedures for the use of personal protective equipment, including a body harness with lifeline, 2) The provision for the use of personal protective equipment, including a body harness with lifelines, 3) Testing of the confined space atmosphere for safe oxygen content and/or toxic agents, and 4) The development of an entry permit system. k) housekeeping; grain dust accumulation throughout facilities, cleaning and frequency. i) welding and cutting operation; area safe before welding begins, inspection of area after, fire extinguishers - permit procedure. m) fire protection; location, type, condition of fire extinguishers. n) closing time inspection; before locking up for the night or weekend, a complete inspection of the facility should be made by an employee familiar with fire hazards in a mill or elevator.The inspection should include a specific path of travel, standard items to be inspected such as motors, drive belts, bearings, etc.
