Abstract: At approximately 11:00 a.m. on June 20, 1991, Employee #1, of First Western Building Services, was unrolling a roll of 40 mil Geoflex (polyethylene) along the western edge of a flat-topped school building. At the south edge, he toppled over a 5 in. parapet and fell 14 ft to the pavement. He fell on his head and sustained a skull fracture and concussion, for which he was hospitalized. A witness and a school nurse speculated that he may not have been conscious before he fell because he made no sound or attempt to catch himself. Perimeter protection is not required below 20 ft on a flat or low slope roof. No accident related violation was issued.
