Abstract: At approximately 4:07 p.m. on August 19, 2011, Employee # 1, of Padilla Construction Company, was plastering the exterior of a residential building under construction at a work site in San Ramon. At the time of the incident, Employee # 1 was on a scaffold where he was pulling a gun hose. He collapsed. He was seen kneeling over and holding his chest. Emergency services were dispatched, and CPR was administered by the employer. Emergency services arrived at 4:18 p.m., assumed care responsibility and found Employee # 1 pulse-less and panicked. Employee # 1 was transported to San Ramon Regional Medical Center, where he was pronounced dead. Employee # 1's body was next transported the Contra Costa County Coroner. The Division learned of the fatality from the San Ramon Fire District and arrived at the worksite to open an inspection on August 23, 2011. Findings The Coroner's report stated the cause of death as "Sudden Cardiac Death due to Atherosclerotic Coronary Artery Disease" and therefore classified the death as 'Natural'. Other significant condition(s) identified by the Coroner was that Employee # 1 had Diabetes Mellitus. The Division found no deficiencies with regards to the Heat Illness Prevention requirements: Water and shade were adequate at the site at the time of the incident. Employees and supervisors were trained as required. Emergency procedures were in place and implemented. The temperature at the time of the incident was 80 degrees Fahrenheit and high heat procedures were therefore not required on the day of the fatality but were still followed. The employer also had written procedures in place. Conclusion: It appeared from the Coroner's Report that Employee # 1 suffered a heart attack due to a non-work-related medical condition.
