Abstract: At 2:00 p.m. on April 4, 2003, Employee #1 was using a 10-ft scissor-like hand tool, known as a general purpose utility cutter, to cut a reel of rubber cable into 1 in.-pieces. Employee #1 was holding the cutter with his right hand and the reel of cable in his left hand. He pushed the end of the cable 1 in. past the cutter blade, measured by a jig attached to the cutter, and then he made a cut. At the time of the accident, Employee #1 pushed his left thumb with the end of the cable into the cutter point of operation. The cutter blade made a transverse amputation of Employee #1's left thumb. He was transported to Health First Medical Clinic in Downey, California, and then to Western Hand and Orthopedics in Downey, California.
