Abstract: At approximately 8:00 p.m. on February 16, 2008, Employee #1 and three coworkers, all ship-fitters, were outfitting a ship section with such items as protective guards, handrails, and ladders. The three coworkers were working on the top of the ship's section, while Employee #1 was located on the ground, just below the other three coworkers. One coworker was adjusting the position of a Panama chock, weighing an approximate 1,500 pounds, on top of a block. As he disconnected the saddle holding the chock in place, the chock fell and struck Employee #1. Employee #1 began screaming from the pain; this alerted surrounding workers. Emergency services were contacted and, upon arrival, Employee #1 was taken to UCSD Medical Center, where he was hospitalized and treated for a fractured pelvis, femur, and tibia; dislocated hip and knee; and a bruised and swollen scrotum.
