Abstract: At approximately 1:30 p.m. on February 1, 1999, Employee #1 was putting flashing around the windows of a frame house. The normal procedure was to stand on the inside of the house and lean out of the windows while using a staple hammer to put a strip of tar paper around the sides and bottoms of the windows. Employee #1 had done the front windows that were close to the ground. The back windows were two stories high. Employee #1 had done one of these windows. He was working on the second window that was approximately 4 ft above the floor and 16.5 ft above the ground outside. The window opening was 4 ft wide by 3 ft high. Employee #1 sat on the windowsill to do the work. Employee #1 lost his balance and fell 16.5 ft to the ground. Employee #1 was taken to the hospital where he was treated for back injures and released.
