Abstract: At approximately 3:10 p.m. on November 26, 2007, Employee #1, a supervisor for Urbach Roofing, Inc., was with a crew at a two-story residence in Solana Beach, CA. They were replacing termite-damaged lumber and installing OSB plywood over the skip sheeting on the roof. They had installed the first row of sheets at the eaves. Employee #1 was applying the second row of sheets when he stepped on a piece of termite-damaged skip sheeting. It broke apart and he fell backward, sliding down 4 ft to the edge of the eave. Employee #1 tried unsuccessfully to grab on to something and he went over the edge of the roof, legs first. He dropped 17 ft onto the cement patio next to the swimming pool, landing on his left leg first, and then on his right leg. The homeowner's daughter called 911. Employee #1 suffered compound fractures of his tibia and fibula, and injuries to his knees. He was transported to Sharp Hospital, where he underwent eight surgeries on his legs and was treated for ten days. At the time this report was written, Employee #1 was out of the hospital, but he was not allowed to put any weight on either of his legs.
