Abstract: At 1:00 p.m. on Friday, May 4, 2007, Employee #1, a tire repair mechanic, was working on a trailer at a tractor and trailer repair shop. The employee's job that day was fixing a brake chamber and changing the tires on a 40-ft transport hauler that was parked in the yard. The trailer was lifted up on the right side and two jacks were placed underneath it, one jack on the chassis and another jack under the rear most axle. When the employees began the work, the weather was fair. By the afternoon, the wind had increased to gusts of up to 35 mph. As Employee #1 was underneath the trailer finishing his work on the air brake, the wind started to move the trailer. The employee tried to get out from underneath the trailer when another employee shouted a warning. The trailer fell off the jacks, injuring the employee underneath. He was able to crawl out from beneath the trailer, when it settled back onto its wheels. Employee #1 was transported to El Centro Medical Center and air lifted to UCSD Trauma Hospital, where he underwent treatment for internal injuries and bruising. The employee was hospitalized for three days.
