Abstract: At 9:14 a.m. on August 30, 2000, Employee #1 sustained serious rib and back injuries as the result of a 22.5-foot fall from the edge of the roof. Employee #1 was taken by air ambulance to Scripps Hospital for emergency medical treatment. The employer was engaged in the installation of roofing materials for the past five years in Southern California. On the day of the accident, a crew of three employees was assigned to install black waterproof felt on the two-story, single family homes at a housing complex. Two employees were working on the next house while Employee #1 was alone, laying and nailing a third roll of felt paper approximately one foot from the roof edge. There were no actual witnesses to the accident, and Employee #1 has over one year experience as a roofer. Employee #1's supervisor was at the neighboring house. The employer failed to provide fall protection while Employee #1 was working near the roof's edge. According to the employer and Employee #1, he was turning to his right when his right foot slipped on top of the felt paper and he fell backwards over the roof's edge. Employee #1 suffered fractured left ribs and a lower back strain as he landed on his left arm on the ground. Employee #1 was hospitalized.
