Abstract: At approximately 10:30 a.m. on July 7, 1997, Employee #1 and three coworkers were using a scissor lift and a scaffold to paint two vacant buildings. There was an upper area of the buildings that they could not reach with the lift, so Employee #1 leaned a folded, 10 ft stepladder against the wall, with its feet on the work platform of an approximately 12 ft tall free-standing metal scaffold. He was climbing the ladder when it pushed back and dislodged the scaffold. Employee #1 fell about 15 ft to the ground, landing in a mulch bed; he suffered back and arm injuries and was taken to County USC Medical Center for treatment.
