Abstract: At approximately 5:15 p.m. on July 15, 1998, Employee #1, a carpenter, was moving a floor joist to begin sheathing the second floor of an apartment building under construction. He was walking backward, pulling back the floor joist when he stepped off the edge and fell 23 ft to the ground, fracturing his upper leg. There were no guardrails in place, but coworkers stated that a bright pink warning line with the word "Caution" was painted on the floor 6 ft from the edge.
