Abstract: A power line worker was repairing a 14.4-kilovolt overhead power line. A 50- to 60-kilometer wind was blowing at the time. A part of the broken line was dangling from a utility pole. It hung from about 6 to 7.5 meters above the ground down to a few centimeters off the ground. The employee had rolled out about 50 meters of replacement conductor and was returning to the pole, holding this conductor in his hand. When he was about 2 meters from the pole, the wind whipped the broken end of the line conductor and started wrapping it around the pole. The broken conductor contacted the replacement conductor, electrocuting the employee.
