Abstract: At 6:00 a.m. on April 23, 1996, Employee #1 and coworkers at the San Francisco International Airport Post Office were loading parcels onto dollies to be towed to the airport for shipment. As the line of dollies moved off, Employee #1 ran forward to retrieve a chock lying in the road. He was in an area of the traffic island in which he had been working and in which the wheels of the dollies often strayed. His foot was run over by a dolly, causing serious injuries to his toes and foot.
