Employee killed when struck by car on highway median

At approximately 2:36 p.m. on October 1, 1998, Employee #1, age 18, and two coworkers were spraying roadside flower beds along the median of Highway 70 East. They were engaged in short duration mobile operations beyond the shoulder of the road of approximately 15-to-20 minute intervals. Employee #1 was spraying with his back to oncoming traffic when a private vehicle traveling west on US 70 at 45 mph turned left and drove onto the median, striking and killing him. There were no signs announcing 'Shoulder Work' or 'Road Work Ahead', but there was a yellow work vehicle with flashing lights approximately 170 ft in front of the spraying operation.
