Employee injured in fall from wall

Employee #1 was working on the outside wall on a house under construction. Normally, insulation was added and then cut off flush with the end of the wall. On this particular job, the insulation was to hang over the edge of the wall by approximately 10 in. Employee #1 was unaccustomed to having the insulation extend past the end of the wall, and inadvertently stepped on the overhang. He fell approximately 18 ft to the ground, suffering injuries that required hospitalization.
