Employee injured in fall from roof

Employee #1, a subcontractor, was installing tar paper roofing materials on a two-story, single-family home. He was cutting the tar paper when he slipped and fell approximately 20 ft onto uncompacted dirt. Employee #1 sustained back and foot injuries. The general contractor did not require employees to have fall protection, and Employee #1 was not using any at the time of the accident.
