Employee fractures vertebrae in fall from roof

At approximately 8:00 a.m. on December 8, 1999, Employee #1, a 19-year-old HVAC installer with five months of experience, was working at a two-story, single-family home under construction. He was apparently standing on the left side roof edge, about to measure the roof line for rain gutters, when he fell 13 ft 11 in. to the ground. He suffered three fractured vertebrae and was taken by paramedics to U.C. Davis Medical Center in Sacramento, where he was hospitalized for four days. Employee #1 did not remember slipping or falling, and he regained consciousness only after he was on the ground. No form of fall protection was provided. There were no witnesses to the accident.
